Tf2 validating files stuck at 100 fix

I've already tried cancelling and re-validating before, to no avail.

I decided to test if the issue was on going and deleted Dot A 2 and attempted to re-download it.
It failed, being stuck on Queued, then "An error has occurred while updating Dot A 2.
The program needs write access to be able to export the footage.
